The Thousand Oaks Boulevard Association is made up of business operators and property owners dedicated to the improvement of the boulevard.

For nearly 20 years, residents of Thousand Oaks have consistently ranked boulevard improvement at the top of their wish list for the city. The association members have worked to make that wish a reality.

TOBA members, working in conjunction with the Thousand Oaks Boulevard Improvement District (a quasi-government agency) and the city of Thousand Oaks, have helped develop a set of standards for building improvement.

Under current city law, it is difficult for a property owner to make any improvements without incurring a a bevy of laws and regulations. The Thousand Oaks Boulevard Specific Plan allows property redevelopment that is attractive, reasonable and aimed at creating a vital boulevard. A pedestrian-friendly destination.
